The Medium Combustion Plant Directive will affect sites like yours that has combustion equipment that is greater than 1 MW rated thermal input but less than 50MW (the Large Combustion Plant directive covers these).

  1. CHECK – if you are planning to replace a boiler or generator – are you buying the right equipment & do you have a permit
  2. BE PREPARED – existing plant does not escape the new rules (see below)

The date by which an environmental permit is required will vary according to plant type, size and age.

Since 20th December 2018, all new and upgraded Medium Combustion Plant requires a permit immediately, and has to comply with emission limits; existing plant has time to catch up (2024 for plants over 5MW).

This EU Directive has already made it into UK Law, and so Britain’s exit from the EU will not alter your need to comply.

The important part of the compliance is emission limits, which will depend on the nature of your plant and where it is sited. There are sets of Standard Rules which could make life much easier for you; if not, you must apply for a bespoke permit from the Regulator.

So, the first step is to identify your permit deadline, which may not be for years, but in the case of new plant means you need a permit NOW.

SEEK ADVICE FROM AN INDEPENDENT CONSULTANT NOW.

THEN – If your existing Medium Combustion Plant will need replacing in 2014; consider doing it before March 2021.

WHY – There is an existing subsidy scheme in the UK to encourage Plant Owners to switch away from Fossil Fuels. It closes for new applications March 2021.
